Europe:- Digital Green Certificate free movement within the EU (Pdf’s to download in several languages)

The Commission proposes the creation of a digital green certificate to facilitate safe free movement within the EU during the COVID-19 pandemic.

The Digital Green Certificate will be proof that a person has been vaccinated against COVID-19, tested negative or recovered from COVID-19. It will be free, in digital or printed form. It will include a QR code to ensure the security and authenticity of the certificate.

“With the digital green certificate, we are following a common European path to the safe and continuous opening of the European economy and society. The key to facilitating free movement is certification – not compulsory vaccination. Certificates will not lead to discrimination,” he said. The Commission will set up a portal to ensure that all certificates can be verified across the EU and to support Member States in the technical implementation of certificates. Member States remain responsible for deciding what restrictions on public health can be lifted by travelers, but should apply the lifting in the same way to travelers holding a digital green certificate.

Key elements of the regulation currently proposed by the Commission:

1. Accessible and secure certificates for all EU citizens:

– The Digital Green Certificate will cover three types of certificates – vaccination certificates, test certificates (NAAT / RT-PCR test or rapid antigen test) and certificates for people who have recovered from COVID-19.

– Certificates will be issued in digital form or on paper. Both will have a QR code that contains the necessary basic information as well as a digital signature to confirm that the certificate is authentic.

– The Commission will set up a portal and support Member States in developing software that authorities can use to verify all certificate signatures across the EU. Member State of verification.

Certificates will be available free of charge in both the official language or languages of the issuing Member State and in English.

2. Non-discrimination:

All citizens – vaccinated and unvaccinated – should benefit from a digital green certificate when traveling in the EU. To avoid discrimination against people who have not been vaccinated, the Commission proposes to create not only an interoperable vaccination certificate but also certificates COVID-19 tests and certificates for people who have recovered from COVID-19.

– The same right for travelers as the Digital Green Certificate – where Member States accept proof of vaccination to remove public health conditions, such as test or quarantine, should accept, under the same conditions, vaccination certificates issued under the of the Digital Green Certificate. This obligation will be limited to vaccines that have been authorized at EU level, but Member States may decide to accept other vaccines.

– Notification of other measures – if a Member State still requires digital green certificate holders to be quarantined or tested, it must inform the Commission and all other Member States and explain the reasons for these measures.

 

3. Basic information and secure personal data only:

– Certificates will include a limited set of information such as name, date of birth, date of issue, relevant vaccine / test / recovery information and a unique certificate ID. This data can only be verified to confirm and verify the authenticity and validity of the certificates.

The digital green certificate will be valid in all EU Member States and will be open to Iceland, Liechtenstein, Norway and Switzerland. The Digital Green Certificate must be issued to EU citizens and their family members, regardless of their nationality. It should also be granted to third-country nationals residing in the EU and to visitors who have the right to travel to other Member States.

The Digital Green Certificate system is a temporary measure. It will be suspended when the World Health Organization (WHO) declares the end of the international health emergency by COVID-19.

To be ready before the summer, this proposal must be approved quickly by the European Parliament and the Council.

At the same time, Member States must implement the trust framework and technical standards agreed in the eHealth network to ensure the timely implementation of the digital green certificate, their interoperability and full compliance with personal data protection. The goal is to complete the technical work and the proposal in the coming months.
