The digital green certificate is the digital proof that a person has been vaccinated against the pandemic, either tested negative or has finally recovered from Covid-19 disease. The aim is to facilitate the safe free movement of citizens within the EU during the pandemic. Thus, Greek citizens can enter the Unified Digital Platform, gov.gr and issue the green pass using either their personal passwords to Taxisnet or their AMKA.
Digital green certificates will be valid in all EU Member States; will contain a digitally signed QR code to protect against counterfeiting, and the European Commission will set up a portal through which all signature certificates can be accessed and verified everywhere in the EU. The encrypted personal data contained in the certificate is not transmitted through the portal, as this is not necessary for the verification of the electronic signature. Note that the green pass is implemented by EDYTE, IDIKA with the participation of the General Secretariat of Information Systems of Public Administration (GGPSDD).
The Legislative Content Act regulating the issues of the digital COVID certificate was also published in the Government Gazette.
How will the European Digital COVID Certificate work?
The European Digital Certificate COVID will be valid in all EU Member States and in Iceland, Norway and Liechtenstein. What will it certify?
The European Digital Certificate COVID is the digital proof that a person:

– has recovered from COVID-19 disease.
In which cases will it be issued?
The European Digital COVID Certificate can be issued:
If the person concerned has completed the vaccination process or
– if the person has recently undergone a diagnostic test (PCR or rapid test). If more than one diagnostic test has been performed, the certificate is issued with the result of the most recent or
– if the person concerned has been ill in recent months.
It is noted that each state has the ability to determine the above times. Therefore, travellers are advised to contact the competent authorities to find out if their certificate is valid.
What form will it take, who will issue it and how?
The European Digital Certificate COVID is issued free of charge in digital form and can be printed. It has a QR code with a digital signature, while its content is written in both the national language and English, so that it is valid in all EU countries. The national authorities of each country are responsible for issuing the certificate. As far as Greece is concerned, initially the European Digital Certificate COVID will be issued through gov.gr and in a few days it will be possible to issue it through the Citizens’ Service Centres.
How will its authenticity be checked?
The European Commission has set up a portal through which all signatures on certificates can be verified across the EU. The personal data of the holder of the European Digital Certificate COVID does not pass through the portal, as this is not necessary for the verification of the digital signature.
When is it implemented?
According to the decisions of the institutions of the European Union, the European Digital Certificate COVID will be implemented at EU level on July 1, 2021. Greece is already ready and in the meantime will be able to apply the certificate in cooperation with all European countries that are also ready.
Does its implementation mean that without it I can not move?
The purpose of the European Digital Certificate COVID is to facilitate free movement within the EU. It will not be a prerequisite for free movement, which is a fundamental right in the EU. The European Digital Certificate COVID can also prove test results, which is very often required by applicable public health restrictions.
What personal data will it include?
For the protection of personal data, the European Digital Certificate COVID will contain only the necessary basic information, such as name, date of birth, date of issue, information about the vaccine / examination / recovery and a unique identification code.
