Child allowance – Epidoma teknon – 2019

Installments are :- end of March, May, July, September, November and December.

Thursday, 07/03, the electronic platform opened, for A21 applications for child allowance/family benefit 2019.

Families can submit, unhindered, the application A21 even though they have not submitted this years income tax return for 2018 (form E1) to the AADE. The application platform A21 can be accessed through the OPECA website (www.opeka.gr) and HIKIKA (www.idika.gr), just like last year. Entry is done by using the beneficiarys personal passwords at TAXISnet.

The first bi-monthly instalment, for January and February, will be paid at the end of March to all those who have submitted a new application for 2019 before 26th March. For the allocation of the first instalment, the total family income which beneficiaries had the fiscal year 2017 (last years tax return), will be taken into account. The amount entitled will be calculated on the basis of dependent children who will be declared this years A21.

A21 applications for the 2019 child benefit will be submitted continuously – like last year – up to 15th January 2020. Therefore, it is obvious that immediately after clearance of payment of the first instalment for 2019, the platform will be reactivated for new applications. Payments will be bi-monthly, as in 2018. The amount entitled will be paid, retrospectively, for 2019, when and if the beneficiaries submit their application.

It goes without saying that after submitting the tax return for this year or amendment thereof, the amount of the allowance will be recalculated automatically, based on income, and it is not necessary to re-apply the A21. In case that the beneficiary received a different amount of allowance from what he is entitled to, then this is offset, automatically, with the amount of subsequent payments.

What to look for when applying

To be given the allowance the application must be definitely submitted and approved. An application that is temporarily saved is considered not submitted and is not taken into account. In the applications where attachments exist, approval is made after the attached documents are checked by an OPEKA official and then payment follows.

The AMKA of all family members registered in the Application – ‘Ipefthini Dilosi’/Responsible statement (A21) must be valid. (it is possible to check electronically at http://www.amka.gr/).

– Students of Universities and other public schools must have student passes in force.

– Students who transferred within 2019 must additionally have the number of the academic identity (pass) that they had prior to their transfer, available.  If this is not available, they will be called upon to attach electronically to A21 confirmation of first registration.

– Foreign citizens or Homogenous who have a Special identity card must have, at the time of application of A21, residence permits in Greece in force.

– If your residence permits are not cross-checked electronically, you will be asked to attach them electronically.

– For dependent children who are 19 years of age (birth year 2000) and are secondary school pupils (secondary schools, high schools EPAS, EPAL etc.) beneficiaries must register, in the relevant fields of the application, the pupil registration number as well as his registration number at the school he attends. In cases where the declared data does  not cross-check as to their accuracy, you will be asked for the electronic attachment of a recent (issued within 2019) certificate of study, in the A21 application.

– Dependent children, over 18, who are students of IEK (private-public), of colleges or students of higher education, who have no academic identity (pass) such as Schools of Theatre, Dance etc, or students of recognized institutions abroad, or students of post-highschool year apprenticeship class of Epal, must have recent certificates of study (issued in 2019) from the school they attend. In cases where the declared data does not cross-check as to their accuracy,
they will be asked for the electronic attachment of the registration details of the certificate in the A21 application. The attestations/Vevaiosi from foreign institutions must be legally translated.

– In cases of estranged parents both claiming child allowance for the same dependent children, it is mandatory for the electronic attachment of the judgment or any private settlement agreement for the custody of the children or a responsible declaration/ipevthini dilosi of the other parent or electronic consent of the other spouse. In the cases of divorced parents the indication of the court decision is mandator and if they are both claiming, the child allowance for the same dependent children, it will be mandatory to attach the judgment awarding custody.
