Greece:- Coronavirus: Vaccination appointments quadrupled for 60+ after announcements.

The response of citizens over the age of 60 seems to be positive after the Prime Minister’s announcements about the compulsory vaccination and the fine of 100 euros.

As revealed by the Secretary General of Coordination of the Government, Thanasis Kontogeorgis, the first installment appointments in less than 24 hours, since the announcements made by Kyriakos Mitsotakis to the cabinet have quadrupled.

Specifically, from the point where the daily number of first dose appointments in this age group did not exceed 2,600 per day, since yesterday at noon more than 10,000 appointments have been closed, ie quadrupling this number within a few hours.

Mr. Kontogeorgis clarified that at least the first dose should have been made by January 16 in order not to impose the fine of 100 euros. It is reminded that the relevant announcements are expected within the day from the Minister of Health Thanos Plevris.

How will the unvaccinated 60-year-olds pay the fines?

Now, those who choose not to book their appointment until January 16, as announced by the Prime Minister, will be imposed an administrative fine of 100 euros through AADE (tax Dept). However, the specific amount for the first month is expected to be 50 euros since it will be calculated as half a month.

Thus, those of those responsible for vaccination do not make the first installment by January 16, 2022, as announced by the Prime Minister, will be asked to pay a fine of 50 euros. Those who were born until December 31, 1961 are obliged to be vaccinated. From there on, for each following month the fine will amount to 100 euros.

The amendment for the mandatory vaccination of 60-year-olds is in Parliament

The amendment for the compulsory vaccination of unvaccinated persons over 60 years of age and the imposition of a fine of 100 euros per month for those who do not rush to plan their vaccination by January 16, 2022 was submitted to Parliament.

According to the promoted regulation, especially for the month of January, the fine is set at 50 euros, while if the liable persons are vaccinated within the first 15 days of the following months, the fine (monthly) will be reduced by 50%. For example, if the taxpayer is vaccinated on March 10, the total fine he will pay will be 200 euros

The amendment is expected to be voted on in plenary tonight, with the explanatory memorandum stating that ” the ongoing spread of the covid-19 coronary pandemic and its aggressive mutations. Specifically, the assessed regulation stipulates that, for imperative reasons of protection of public health, all natural persons who have their residence or habitual residence within the Greek Territory and have been born up to 31st December, 1961 are compulsorily vaccinated against coronavirus 19 . In addition, the terms and conditions of compulsory vaccination for the specific population group are provided, as well as the consequences that occur in case of violation of the relevant obligation. The proposed regulation is necessary and imperative to curb the coronavirus pandemic covid – 19. The need is to have a serious impact on public health, which can be addressed by introducing this measure. In the opinion of the National Committee on Bioethics and Technoethics, the State has already followed a “scalable initiative” approach to strengthen vaccination coverage, with targeted information and awareness campaigns for voluntary vaccination, encouragement / encouragement only solution.

The supply, necessity and proportionality of vaccination, as a means of stopping the spread of the pandemic, makes compulsory vaccination for certain groups of persons compatible with the Constitution. On the basis of scientific data, especially with the vaccination, the collective good of the herd immunity is achieved, the decongestion of the ESY, and the elimination of the risk of occupation of all the ICU’s. The proposed regulation therefore promotes the public health interest and avoids more onerous measures to restrict social and economic activity. ”

According to the report of the General Accountant of the State: “- The liable persons must have received the first or the only installment by January 16, 2022 with the completion of the vaccination cycle in particular

– Compliance with the vaccination obligation is demonstratively demonstrated by means of an EU digital certificate covid 19 of a vaccination certificate or disease certificate or equivalent certificate or a third country certificate

– In case of non-compliance with the vaccination obligation, an administrative fine of 100 euros per month is imposed, while it is reduced by half in the defined cases

– For the imposition of the fine, all the necessary personal data are transmitted from the IDIKA body to the Secretary General of Information Systems for the determination of the VAT number of the liable natural persons and then to AADE, which immediately confirms the relevant fine.

“The resources raised from the imposition of fines are used exclusively to strengthen the NSS”.

According to the amendment, the following are exempted from the obligation: house 50933 / 13.8.2021 joint opinion of the Minister and the Deputy Minister of Health (Β 3794), as in each case. In particular, persons with disabilities who are unable to undergo the vaccination procedure for objective reasons related to their actual condition as a result of their illnesses, such as severe cases of autism and epilepsy, may be exempted from vaccination due to a reasoned recommendation. and after approval by the committees per health district above common ministerial opinion. The categories of employees who are obliged to be vaccinated in application of article 206 of law 4820/2021 (A ‘130) also do not fall under the application of the present. ”

The certificate is issued the day after the vaccination and is valid immediately.

Citizens must issue a new vaccination certificate through the emvolio.gov.gr platform after being vaccinated with α third dose. Especially for citizens over the age of 60, this is crucial and necessary given that after 13 December and after seven months have passed since the second installment, their certificate will expire and they will not be able to enter indoors, with the same restrictions that will apply from Monday to unvaccinated citizens.

Please note that the new certificate is valid immediately and does not need wait after the 14 day period, as is the case for two-dose vaccination (or one, if it is a single-dose vaccine).
