Within days, the contractor will be required to sign the contract for the project to open the access road for the Zakynthos Integrated Waste Management Plant projects in Liva. More specifically, as stated in a previous report, the decision taken by the FOSDA (waste management board) was in the design and construction work, including the management of the plant for the next 5 years. According to the relevant decision published in DYNYGEIA, (Δι@ύγεια) the budget of €15,361,751.88 is to be allocated for the construction of the plant which includes another € 8,741,246.08, which is the cost of managing the Unit for 5 years.
The decision includes the suggestion by the President of FOSDA (waste management system), which states: The lack of specialized scientific and technical personnel in our Agency as well as in the Municipality of Zakynthos has the consequence of the inability of the project to work properly and the fulfillment of the terms and objectives for which it was financed . Let me remind you that the work of the intermediate period for waste management, which, with the simplest technology, is currently processing the waste, by means of an electronic international competition we have outsourced it to a private contractor. Consequently, the new integrated and almost automated project of the Integrated Waste Disposal Facility, which includes waste treatment by sorting, composting, wastewater treatment plants, biogas management and landfill management, is to be awarded by tender to a specialized contractor for its operation.
The ideal choice, which is implemented by other bodies of the respective projects, is the assignment of the same tendering procedure with the construction contract. This means that the contractor manufacturer will also be responsible for running the project .”
Approval of the post-amendment technical bulletins is the procedure that needs to be finalized to finally open the competitions of contractors and run the projects in very tight and timely schedules.
