Greece:- Driver’s license: Radical changes in the exams – Drivers from 17 but with an escort

What are the main points of the bill presented by the Minister of Transport Costas Karamanlis.

The new bill of the government for road safety was presented today by the Minister of Infrastructure and Transport Costas Karamanlis.

The proposed draft law, entitled “Driving Safely: Modernizing the framework for training and examination of candidate drivers” and which will be submitted to Parliament in the near future, seeks, among other things, to reform the framework governing education, theoretical examination and practical test of candidate drivers and drivers for the issuance of driving licenses.

The main objectives are:

– Upgrade the training of prospective drivers, so that the driver is better prepared to go on the road, once he gets his driver’s license.

– Enhancing Transparency, in order to put a “brake” on corruption.

– Ensuring the integrity of the Examination process.

– Promotion of Road Safety through operations.

The purpose of the part of the draft law concerning driving licenses (Part B ‘), is to deal with corruption and opacity of the driving test system, to modernize the training material and the testing process in order to promote road safety of the country, through the formation of a modern framework of theoretical and practical training and examination of candidate drivers and drivers, as well as the establishment of a system of control and supervision of procedures and evaluation of examiners.

In the context of achieving the above, the following shall be adopted, inter alia:

The introduction of a new age limit for attending theoretical and practical training, ie 17 years, as well as the possibility for candidates who have completed the seventeenth (17th) year of age and have completed the minimum number of hours of theoretical training of category B vehicles to take part in theoretical examinations but also in practical tests,

– The introduction of the possibility of accompanying driving to those candidate drivers who have reached the age of 17 and successfully complete the practical test. In particular, it is envisaged to grant a temporary driving license to underage prospective drivers until they reach the age of 18, when they will be issued the normal driving license form. The specific terms and conditions of driving with an escort will be determined by a ministerial decision, which will be issued within 2 months from the entry into force of the law (so that there are no delays and no gaps in the implementation of the regulation).

In addition, the bill provides in key points:

– Special theoretical training for specific categories of candidate drivers, such as drivers who have not completed the compulsory training, with special educational needs, who have been recognized as beneficiaries of international protection and who are deaf and hard of hearing, using special training material, which will includes an indicative manual in digital format with sound, images, sketches, real photos, text and video even in Greek sign language.

– The material of the theoretical training is reformulated and simplified, in order to better understand and strengthen the critical thinking of the candidate drivers and understanding of issues and situations of road safety, which will be the subject of a relevant ministerial decision.

– The questionnaires of the theoretical examinations are also expected to be available in languages ​​other than Greek (which will be determined by the issuance of a relevant ministerial decision), in Greek using audio headphones as well as in Greek sign language.

– The control of the conduct of the theoretical examinations is tightened, in order to correct the distortions and problems of the existing system, with the definition of identity check in two stages, while the use of electronic means for entry in the examination system is foreseen, ie the use of digital credentials through the Single Digital Portal of Public Administration.

– Informing candidates using audiovisual material about the examination process, banning the use of mobile phones, headphones or any other electronic communication device, any other electronic device or smart device, such as electronic watches, etc., to prohibit the removal of candidates their examination position for any reason, before the completion of the theoretical examination and the last candidate, as well as the penalties imposed in case of any violation (as to be determined by a relevant ministerial decision).

– Sampling of the identity of candidate drivers and drivers, for the performance of which the photo included in the D.E.E. of the candidate with a digital photograph taken at the entrance of the candidate to the examination center by a camera used only for this purpose, ensuring the safe processing of personal data and following the guidelines of the Personal Data Protection Authority.

Special theoretical examination of people who have not completed compulsory education, people with special educational needs and those who do not know the Greek language with the help of personal headphones, as well as special theoretical examination of deaf and hard of hearing candidates with video projection displayed on the computer screen and includes, indicatively, the questions, the answers, the figures and the texts translated into the Greek sign language, as well as subtitles.

– Candidate drivers are given the opportunity to attend practical training courses in new technology vehicles.

Position of the examiner: Carrying out the practical test of the candidate drivers and drivers by an examiner, whose position is in the front part of the vehicle, in the passenger seat, and in the presence of the instructor of the respective candidate driver, whose position is located at the rear of the vehicle.
