Kathara Devtera (Clean Monday) what are the restrictions in regards to movement.

Kathera Devtera (Clean Monday) 2021 falls on March 15th and we will spend it flying a kite with strict measures, ie with a ban on movement outside the prefecture, a ban on travel outside the Municipality and a traffic ban, so the plans for an excursion are postponed. The strict lockdown in almost the whole country therefore prohibits the circulation so that you can go picnicing and fly the traditional kite, as there is no specific code SMS to 13033, for doing such a thing. It is also not described as a sport, for example.

Movement outside the prefecture is allowed only for the following six reasons:

1. Travel outside the prefecture for citizens working in a different prefecture from the one in which they reside

2. Travel outside the prefecture for health reasons, upon presentation of the relevant medical certificate

3. Travel outside the prefecture for a ceremony (eg funeral of a first or second degree relative), which is certified by a written statement of the citizen is provided.

4. Moving outside the prefecture for communication between parents and their children and concerning divorced or separated parents

5. Movement outside the prefecture for transfer to the place of permanent residence, with the certificate of special use residence from the Independent Public Revenue Authority (AADE) or with the E1 document.

6. Travel outside the prefecture for students, for which proof of main residence is required and a document from the School for the sudent’s return.

In all other cases, travel outside the prefecture is prohibited and violators will be required to pay in accordance with Article 104 of the Road Traffic Code, as in force, an administrative fine of three hundred (300) euros for each violation, without prejudice to any penalties.

SMS to 13033 for movement

The measures for the movements are strict, as mentioned above with the SMS to 13033 to be in force and for the movements within the Municipality at a distance of 2 kilometers from the house. Thus, for the movements and the sending of SMS to 13033, the following modifications apply:

– In the sms at 13033 with code 2, which concerns a transfer to a functioning store of supplies, essential goods (supermarket, mini market, butchers, etc.), where it is not possible to send them, the transfer will take place only either within the relevant Municipality or at a distance of up to 2 km from the place of residence.

(A note to those who do live further than 2km and need to get to a suprmarket the exemption applies but you must go to the nearest supermarket, bank, etc from your residence.)

– In the sms at 13033 with code 3 regarding the part of the banks, also the transfer will take place only either within the relevant Municipality or at a distance of up to 2 kilometers from the place of residence.

– In the sms at 13033 with code 6, which concerns physical exercise outdoors or movement with a pet, these activities are carried out exclusively on foot or by bicycle. No one is allowed in the whole Region to send code 6 and go for a ride by car or motorcycle, in order to go to another area to play sports or take their pet for a walk.

– In the sms at 13033 with code 4, which concerns the case of the movement for assistance, the auditing bodies are ordered to request additional clarifications during the audit, in order to confirm the correct use of the sms.

Where movement is allowed from municipality to municipality

In the SMS to 13033 with code 6, there is no kilometer restriction for those who want to walk or ride a bike. Also, the new rules exclude the transfer to a doctor outside the municipality, provided that there is a proof email, which will confirm the appointment in case it is requested to be checked by the police.

The idea these days is to stay as close as possible to home, stay safe and keep well.
