Greece:- Changes are coming for pet owners as well as for stray animals… Mypet Pass Greece

Important changes are coming for the owners of companion animals as well as the agencies that deal with stray and controlled animals, as pet.gov.gr is expected to find a place for the information, supporting documents, and also the medical file of each animal.

Among other things, the institution of the Mypet-pass is introduced with the aim of facilitating the mobility of citizens with their animals, while the new arrangements will be made through the National Register of Companion Animals (EMZS), which will be developed in the near future and will be the online electronic pet registry.

The National Pet Registry will include, among others:

The Pet Registration and Monitoring Sub-Registry
The Panhellenic Platform for the Adoption of Stray Pets
The Pet Voluntary Blood Donation Sub-Registry
The Sub-Register of Philanthropic Societies and Organizations
The Sub-Register of Professional and Amateur Breeders

Animal owners will also be able to enter this platform, while the services will provide are QR animal identification, the Digital Service for declaration of the transfer of a controlled animal between individuals, the service for reporting the death of a controlled companion animal, the service for the loss of a controlled companion animal, the pet finder service, a reported lost and found service and the lost and found pet portal.

All the information of the animal’s medical record will be available to the animal’s owner in the “digital pet medical record”, so that both the owner and the veterinarian have constant access to the animal’s medical data even remotely.

 

Mypet-pass

One of the digital services of the national control system for companion animals and their welfare parameters to be developed will be the Mypet-pass digital service. With this service, a set of parameters will be defined which will offer the possibility for the owner to move with his pet(s), within the designated points (where and as this is allowed), by applying smart controls.

One of the biggest changes of the new framework is the obligation to sterilize dominant companion animals, which although it was supposed to start last March, its mandatory force was finally moved into the future.

Also based on the law, the EMZS will also interoperate with the “Register of Offenders”, the electronic register kept at the Athens Prosecutor’s Office, and in which those who have a final criminal conviction for violating the provisions concerning the abandonment or abuse of animals are recorded.

 

The municipalities of the country have a central role in the implementation of the new framework for the well-being of companion animals, and for this reason the transfer of responsibilities is foreseen together with the corresponding resources, for the creation of new infrastructures, as well as the supply of the necessary equipment.

Specifically, through the “Argos” program, municipalities are planned to be financed with 40 million euros for the construction of shelters and the supply of the necessary equipment, as well as additional funding of 15 million euros per year for the veterinary care of companion animals, marking and sterilization of strays and related actions.

At the same time, specific obligations are foreseen, as the municipalities for the first time are required to draw up a complete operational plan, with measurable quantitative objectives, in terms of the management of stray pets, while the Ministry of the Interior can impose penalties on those municipalities that do not comply with the obligations their.

For the first time, too, municipalities can give incentives to consistent animal owners, such as providing vouchers for tagging, registration and sterilization, or reducing municipal fees, up to 10%.
