Ongoing injunctions regarding Skopos’ landfill.

The question of the restoration of the landfill site is again in the spotlight in the wake of the new high financial penalty submitted by the Region of the Ionian Islands following the suggestion of the Department of Environment and Hydrogeology and concerns the leachate ouzing from the landfill site into the Gulf of Laganas.

It is noted that the fine relates to a check made in March 2018 and last December, following a new complaint to the Department of the Environment and Port Authority, a new inspection was carried out in the area and samples of leachate were also taken.

The next step initiated, after the imposition of the fine for the residents of the area, who had made complaints to the competent authorities, was a few days ago to return to the courts of Justice, asking this time for the restoration of the landfill of Skopos through interim measures. We recall that the same actions had been followed by the residents of Kalamaki to stop the disposal of landfills in the landfill area about a year ago.

More specifically, with a request for interim measures for temporary injunctions filed by 9 residents of the area, through their lawyer Mr P. Kefalinos, before the Court of Zakynthos, asking the Municipality of Zakynthos and Waste Management Authority (FoDSA) as competent bodies to “temporarily restore and sanitize the landfill site by removing the” naked “uncovered debris deposited directly on the soil, membrane and non-burial cell and pumping of drains from reservoirs and waste disposal points in order to stop the flow of leachate to the stream leading to the beach of Vrontonero of Kalamaki Zakynthos, as well as smell and air pollution in the area. ”

In addition, by means of interim measures, the applicants request both the Municipality and the Waste Management Authority (FoDSA) to be obliged to take all appropriate measures which, in the judgment of the Court of Justice, are appropriate for the restoration and rehabilitation of the site, in order to put an end to the increasing pollution and degradation of the environment and to avoid the immediate and imminent danger that has already begun.

The application includes, in addition to detailed descriptions of the burden on the environment where the applicants live and are actively working, and other elements such as the Environemental quality control configuration’s (ΚΕΠΠΕ’s) autopsy, the interventions of The Management Authority of the National Marine Park of Zakynthos (ΕΘΠΖ ) and the results of the examination of a sample from the General State Laboratory, a sample was taken from Vrontonero – Kalamaki beach and the number of toxic wastes which was far beyond the maximum allowed.

Another issue that concerns the residents of the area concerns the “mockery” that they say they have to face,  as to responsiblity, and that they have occasionally given concrete commitments to restore the landfill, but they have never been implemented.

A request for emergency funding from the Ministry of the Interior announces the President of the FoDSA.

It was noted yesterday, that the President of  FoDSA, Mr P. Mylonas, against whom the precautionary measures were taken, stated that a meeting with the Deputy Chief of Staff was held and that a request was made to the Ministry of the Interior to finance the landfill restoration project.

He also reported that tankers trucks are visiting the area on a daily basis to remove the leachate collected within the holding tanks.

This fact contradicts to those with the residents of the area, who report that in 2018 only twice a tanker visited the landfill facilities and that there is no rudimentary provision, even to “unblock” the gutters through which the leachate drains pass through to the tanks.

The hearing of interim measures is expected in March.
